I find it to be one of the weaker ones when it comes to the actual gameplay. I know, unpopular opinion, but keep in mind that that I’ve never played it online before, I’m speaking only about the main game going against AI opponents. But as far as I remember, in all the other TM games, the enemies actually try to take you down head to head, and showdowns with the different vehicles feel like an actual battle. In TMB it’s like...the enemies always feel like they never want to fight you head on, and instead they make drive-by potshots against you and then run away, only for someone else to come in and do the same thing. I never feel like I’m having any sort of direct confrontation with these enemies.
Look at TM1 for example. I could be showing down with Hammerhead and Spectre in River Park Rumble, and all of a sudden Darkside comes out of nowhere and slams into me and I’m like “oh shit, now we got a battle”, then everything starts to get crazy, and soon I’M the one running for my life. TM2 is the same thing. I could be fighting Sweet Tooth and Mr Grimm, then all of a sudden and Slamm comes by and freezes me and used his special. So many epic fights in those games, and it happens me all the time. The enemies feel like they WANT to fight you.
In TMB I never feel like I’m fighting...well, anybody directly. It all goes way too fast. They’re there and then they’re not, always acting like they have somewhere else to be, like they’re late for a doctors appointment or something, but they wanna get a few hits in before they go. The exception is when I start chasing someone down...I get swarmed by everybody. Then I turn around and they all disperse. It’s so annoying. Like stop running away, stay and fight me. The best parts of these games is when you have a literal mosh pits of vehicular carnage and everything is going apeshit. The car pileups, the specials going everywhere, etc. In the other TM games each car felt like they had their own personality almost. I got familiar with their fighting styles and how aggressive they were (for example, Sweet Tooth and Darkside are the most aggressive in TM1, whereas Mr Grimm was very passive). In TMB I barely ever know who I’m fighting because they never stick around. It’s like everyone is on crack and can’t sit still. The fighting just feels much less personal in TMB and it’s something that just bothers me a lot.

However, I feel Jaffe is full of shit on this one so . . . so I guess I can't relate to what you're saying.
I have no problem fighting the AI had to head - so that also doesn't make sense to me. It's usually stupid to do because the AI has unlimited ammo and will cut you down to pieces in about zero seconds.
What level are you playing on? Easy? Try it on hard. DS should be smacking you on the face fairly often if that's what you desire.
Anyway, bottom line is I feel TMB had the deepest gameplay of all of the Twisteds. Online, offline - wherever - it has no equal.
