TM2 is still unbeaten in this regard.
Grasshopper's special is the most unique in the entire franchise. It can/must be combined with a shield move plus a remote bomb for max damage and it's the only thing in the game that gives you an easy jump while turbo-moving backwards.
Roadkill's one comes second and it's another example of Single Track's vision for usefulness. The best way is to cast it backwards(multiple specials) and then rush towards the opponent. The chance of hitting the enemy for 3x damage is big and he is only character who can hold six specials at once.

This is just an example of the Twisted Metal 2 greatness.

Twisted metal black has the most varied and useful specials.

If you dont believe me go read the TM:BO Bible. Eatch special has multiple uses and depth to them.

The major factor to TM2 not being on par, is when it comes to hammerhead. His ramming special is literally broken and unpredictable. 95% of the time when you get damage it seems more because of ramming than the actual special, and when you do get the special to go off but you dont completely clobber the car you do barely any damage. Doing a lot of testing on this really makes his whole purpose of having a special damn near pointless.

Only other game that has a special that is almost as useless is darkside from twisted metal 1.  In his original conception in the Playstation game his special does 1 damage and not much else.

By the way its 4x damage with roadkill. His default damage is 10 points the hit on the return is 40 points.

I have played TM Black a lot and still fail to see how something is more unique than Grasshopper and Roadkill specials.
I forgot to mention that Grasshopper becomes the fastest car in the game during special + turbo. Faster than even Twister.

I think it depends on how you read your post. Your original title is most USEFUL - that's really different from most creative.

I would agree with you that TM2 has much more crazy name oriented specials, but Black mows it over in usefulness.
