The reason those servers were able to be recreated was due to foresight by a player who knew the servers were going to be shut down. He did packet captures of almost every function on the live server, and then with another dev they were able to reverse engineer those packets piece by piece.
A big disadvantage facing PS3 games is that packets these days are encrypted and locked with a key. Back then in some PS2 era games, the encryption was either easy or in the case of Twisted Metal Black Online, non-existent. Also: I don't know if the PS3 can set a manual DNS to do a server redirect like the PS2 games can. That might be doable with a jailbroken console?
The only Ps3 server that has come back that I am aware of is Metal Gear Solid Online 2. And that is still an ongoing process and is far more complex than the Outbreak jobs or TMBO (not to say those weren't hard enough). And even then for MGO2, I think you need a Jailbroken CFW console or some other means that puts up a ton of barriers to players.
Not saying its not possible, but the stars have to be really aligned. Someone would have to capture packets first off, and then you'd need some serious development muscle behind it.
The Xlink Kai (LAN tunneling) option is the easiest route. Not that it is hassle free or foolproof either. It has its own barriers.
