Jaffe posted them on his Twitter recently. They appear to be from 1999 when the Incognito team was just starting to theorize about what TMBO would be.

Obviously the game was scaled back considerably from the vision presented here. Back in 2002 I would have hated the idea of them doing this, but I can't help but wonder if they'd taken the huge risk - long before Grand Theft Auto did something similar, if we'd still have a viable version of Twisted Metal today.

This is really sweet, but the first image is from Twisted 1 and the last seems to be early TM2 designs. The others were the concepts they were working on pre 2012.

I kind of thought so too, and I do think you’re right about the first picture and the last (though it’s weird the paper is so similar), and I thought the references for Wasteland were early 2012 ideas just as you did, BUT we do know that even for Black they considered an on foot mode, AND it clearly belongs to Incognito, NOT ESP, AND the date on the lower right is clearly October of 1999.  It also references Virtua Fighter 3 as a comparison to what games should be, which came out to arcades in 1996 and consoles in 1998 ... shortly before the date on this document putting it clearly in late nineties territory. Throw in Crash Bandicoot which only THIS year was relevant again after completely disappearing at the start of the 2000’s (and really, again, was only hugely popular in the late nineties) and it’s a done deal.

Sometimes I wonder if Jaffe’s memory of the history of Twisted Metal is really fuzzy and years later he misremembered Wasteland as early 2012. It certainly jives well with early ideas for Black (which is quite the wasteland itself). It may also be that anytime they get together they rehash old ideas, so the Wasteland idea first appeared in 1999 only to again surface in 2008.
