I jumped out of the map in Twisted Metal One.

On the map Freeway - Free for all in Twisted Metal One I jumped out of the map with a spring-mine. I jumped over the wall at the end of the map in multiplayer. Outside the map there was Cheesy the minion car. What is the meaning of this?

If only you recorded what you did so we can ALL see it.
I think I know why the tank is there. There were some deleted cutscenes about how the gangster group known as Apocalypse 9 stole the tank and have been slowly taking it to the rooftops.

I might want to try this out myself. I'll lay some spring mines on the road as a light vehicle and get myself over the wall.

I just tested this on the PSN version of the game and it actually works. And I found the Minion and everything, really sweet.

A guy above mentioned the Apocalypse 9 thing, and I've seen those videos as well as the lost endings (obviously), it would be really interesting if the guys that worked in this first game released a document or something detailing all the unused (be it because it was scrapped, because they hadn't the time to put in into the game or because the PSX wouldn't run it) plot points and how it would have translated into the gameplay. Because maybe at some point there was a plan for Minion to appear on the Freeway or stuff like that.

I used to have a VHS copy of all those Twisted Metal cutscenes including the deleted ones before I had to send it back before Head On Extra Twisted was released. From what it seemed to me they were meant to be seen in between levels, kind of how it is on Warhawk for PS1 where there's a movie between each level. The Apocalypse 9 guys were pretty much those army guys that interfere and attack TM drivers in game-play. Perhaps originally when the game was High Octane they had a different Minion concept. Since Minion isn't in the endings the final boss concept probably was different or maybe Freeway was once planned as the final stage?

It is really great what you're telling me here. I just told to my brother the other day that Freeway was possibly the final level at one point, though I'm glad they changed it for the Roof Tops cause it's such an epic level and visually, it fits so much the idea of a demon Minion. But I also thought that maybe they had a plan of Minion appearing mid-tournament to scare the player for the final encounter, with demonic noises and everything.
The attacking pdestrians make way better sense as terrorists than defending neighbours (as stated on the game manual), cause they descend from helicopters and rise from the sewers. And I would have been all on board with cheesy videos appearing between levels Warhawk-like.

My guess was it was a test asset never meant to be seen by the player. From what I've seen hacking and messing around in other games, A lot of test assets are sometimes left in levels as an oversight by developers. I really wouldn't think too hard into it.

There's sort of an explanation found on the TM Wiki for Minion

Minion pilots a heavily armored tank, the XJ-39 (also known as the "Mind Tank"), with unknown stats, presumably all are maxed out. According to one of the unused live-action cutscenes, the tank was developed as a military project. It was rumored that the tank could be directly linked to the driver's mind, making it faster and more agile than any other vehicle created before it. It was also rumored that the tank could also see into its driver's deepest fears and desires. In the aforementioned cutscene, the prototype XJ-39 was described as having been stolen by the gang members of Apocalypse 9 one year before the events of the game. As one could imagine, with the "Mind Tank" being driven by someone as powerful as Minion, the results would be devastating.
