Yeah, agreed, 989 seemed like they struggled not just with game-play in TMIII but with creating characters and a proper tone. The game tries to recreate that TM2 world tour style but fails to capture the dark humor & edge TM2 had. Nobody laughed with TMIII, they laughed at it, at how bad the character voice-overs and endings were. It was/is essentially the "Batman and Robin" (campiest) of the series.
Twisted Metal 4 continued the campy elements of III but strips away so much of the Twisted Metal lore that it is pretty much a reboot attempt instead of a sequel - and a failed reboot attempt, but 989 did make an attempt to make their own story, weapons, and new cast of drivers, so many would argue that 4 is a decent car combat game, but nobody argues that it's a better Twisted Metal universe. I mean, really, Sweet Tooth running the contest? Fuck off 989 lol.
Small Brawl does a good job of being a lighter incarnation that fits in the classic Twisted Metal universe, has good dark humor, and fun gameplay. It's unfortunate the graphics were rushed otherwise it would have been more popular.
One thing 3, 4, & SB all did right though was TV marketing. Those were some fun commercials.
