I think I know why this car didn't make it into the game. The tornado would have been broken in online, when you use it on multiple cars. We have Roadboat who can only use the special on one car. Although Twister was in Head On which had online and I didn't see that car being used much. It was like one of the most underused cars when I played and I played the online a lot.

As fragile as twister is I wouldn't see it as a huge advantage. Main issue would be getting a chaotic special like that to sync properly and not cause frame rate dips from flinging crap everywhere.

If Twister had its traditional special, it would be difficult to use simply due to such a close-range special. People are willing to fight with vehicles with crushes and shockwaves in close range since there are visual cues, or the ability to react in time to avoid such attacks, but Twister would be a one-trick pony that would either have heavy reliance on that special, or rarely use it. It'd be neat in DM to spin through a crowd of enemies with it, but how would it be balanced in a TDM setting where your actions and positioning are much more deliberate? It could be massively overpowered if the AOE was too large/did too much damage, but I'd foresee it being more likely to be made mostly impractical. I'd imagine the AOE would be very constrained (if just for the sake of the servers), you'd need to remain mostly stationary (becoming an easy, low health target for onlookers), and I'd imagine there'd be lots of ways to sustain self-damage/be forced to use shields in the process. It'd also likely need some sort of charging sequence, so the special can't be immediately used back-to-back. It sounds just too clunky to me. With that said, I don't know if that's a special they would have intended Twister to use, but the game wouldn't have needed another lightweight anyways. Throw in some more vehicles as DLC and it might have been balanced, but I guess we'll have to wait for the next installment to truly know.

Depends on which version of Twister the game would have. If it was the one from Small Brawl, it will be overpowered. In Small Brawl the tornado was made really easy to use than the one in TM2. The car can just drive pass you while the tornado is active and you're caught just like that, even though you had a shield up. Not much effort was needed and it has the most speed so it won't have trouble with chasing. Also the special can immobilize cars, making them unable to shoot and use advance attacks. I can see that being broken in Team Deathmatch when it catches multiple cars. Have Twister turbo to an enemy or two, then spin the car and have the team shoot those cars. It's a car that needs to be fought from a distance. The one in TM2 needed to ram into you in order for the car to get caught in the tornado. This one immobilize cars too but not 100%. You can still shoot but not in a fast rate and getting a freeze or shield to come out required luck. You can escape it by pushing Twister with a ricochet.

If the special worked that way, it will be less overpowered. In TM2, Twister needed to be stationary to reduce risk of getting rammed by the car it's spinning and doing it close to a wall was a bad idea. The one in Small Brawl didn't need to be stationary because the cars stayed above you.

Ah yes of course the remote bomb spammers can easily kill the low health cars. A weapon that needs to be nerfed.

I agree with this. One of the things that was broken in TM2 is when you get caught in Twister's special, you're pretty much dead when you have no ricochet and the freeze is not coming out because the CPU will use the special over and over. When being controlled by a player, you can see that the special recharges really fast. Faster than any other special in the game.

It wouldn't make sense to call it Twister without the tornado, like Spectre without the ghost missile.

Yes we don't need a high speed car with an area of effect special that can pick up and immobilize multiple cars, even though you had a shield on.
