Budgets. I imagine the actual budget a game like Twisted Metal compared to Uncharted or God of War is tiny.

So i imagine Sony considered all the work an easy thing to write off as a loss. Since it cost far less money to produce then say the Titan that never made it into God of War.

Then again there are things like Race to Vegas in TMX where i think "How the hell didn't that get finished? It looked like all it needed was a few announcer voice clips and a little balance adjustment.

This is the credits FMV from the beta version of Twisted Metal: Black. It's completely different than the final game's equivalent FMV.

Differences:
-Uses a close-up background image of Sweet Tooth's eye (same as the final game's "LOAD GAME" screen)
-Uses placeholder text
-Lacks audio
-Running length is very short
