It doesn't seem to matter which code, as long as I load the game with the gameshark switched on with 1 code on, the game freezes.
I presume you're using a PS2, so the issues you're encountering may be emulation-related (even though the PS2 mostly uses PS1 hardware emulation).
Long ago I used to play Final Fantasy VIII and IX on my PS2 with codes (via a GameShark Lite - couldn't stand the limitations in the GS2.0's PS1 disc), but certain codes inexplicably didn't work, only partially worked, and/or caused random crashes. Using a cheating setup on a real PS1 (or maybe even a PC emulator) would likely be your best bet for better compatibility.
On another note, unfortunately I don't own TMSB, and my PS2's disc drive is kind of broken at this time. So I can't test the game out with my own GS2.0 PS1 disc/GS Lite. Maybe someone else would be able to provide more assistance if you were willing to post the mastercode (aka (M)/Must be on/etc) code you're using, as well as at least one of the non-working codes you mentioned?
