I got TM2 PC working Completely FINE on Windows 7, and I got my TM1 off of a file called 'Twisted.rar', then extracted it to my local disc. there's a folder called 'Autoplay' that brings up a menu of Twisted metal with the following options:
-Play (when clicked, it says you must install TM.)
-Install (for me, when cicked, it does nothing.)
-Uninstall
-Tips
-Exit

What did your archive file of TM1 come with? A .bin & .cue I assume?
So you mount the TM1 bin & tried to Autoplay but it didn't work?
Try not using "Autoplay", I think that's the issue. When you create the virtual drive for TM1 mounting the bin file, go to the virtual drive itself, DO NOT Autoplay, but right-click and "Explore" the folder, and look for the TM1 executable App file that will open the menu you saw that says Play/Install/etc. & then hit PLAY and it should work.
For some reason trying to the Autoplay route can be problematic.

Ok, So, let us take a look in the 'Twisted' Folder...

we are led to... Another Twisted Folder!

and in that folder we get...

...Pictures of twisted metal 2012 Promos? Tongue

Huh?

Now for the Tm folder. We open it only to unusually find...

...Pictures of cars from TM3 (Firestarter, Auger, Darkside, Spectre, Primevil, Hammerhead, Sweet Tooth) and 4 (a car which I am led to assume was supposed to be a scraped Crimson Fury Model?, Goggle Eyes, Orbital, Super Slam, and Mr. Zombie in some sort of...

...MODEL EDITOR? each image shows each car in 4 different positions: top-left Isometric, left side, rear-back isometric, and a blue wireframe Huh

What the Heck?
Here's an example of what im talking about...

I'm moving those outta the game files.

Currently I am trying to understand how to modify Twisted Metal 2 PC.

Well, that's ...interesting.
*oh right, with TM4's create-a-car mode you can create Crimson Fury

How is there no Application file to open (with the TM1 icon?)? There should also be a few, about five other files there, that are missing from your picture. I'm not sure how much they matter though. Maybe the person who uploaded that TM1 archive file messed up and didn't test it to see that it doesn't work.
Ideally what you want is the image file, or .bin & .cue file, so you can make a virtual drive on your system that can run the game properly. You probably can't play the game on Windows 7 without it. You have the data of the game, but no way to run it, it seems.

well, can you give me a proper runnable version of TM1 PC?

2 More questions, but it's about TM2 PC:

1. I'm having trouble with the skin changing program, whenever I save what skins I have selected, I get this error:

Errors: carsdb; shelldb; tpc;

how do I fix this?

2. can you add your own skins to the program, how do you edit the sound files, and how do you edit the level textures?
