Does anyone know what this "Twisted Arena" thing is?

I have a feeling its some sort of knockoff Twisted Metal game since the name for the image said, "Sweety" (sounds like a ripoff of Sweet Tooth)

The head on the TM4 truck was taken from the TM3 cover art (like with Tower Tooth)

The head on the Twisted Arena looks to be taken from Sweet Tooth's face from the cutscenes.

Is there a game rom of this?
