Warhawk... Especially when he destroys the bunker like buildings on the stage. ugggh. Failed a lot of TMB no death runs because of this..

Now Dark Tooth is only hard if your using a slow vehicle like Hammerhead or Slam and run out of turbo IMO.

Sweet Tooth in TM4 that special was just way to OP to beat him with out cheating you better have all 4 of your lives and a lot of energy for shields and hyper speed.

Just put three Proximity Mine after going into the teleport and he's dead.

I'm gonna say Warhawk even though there's some cars that can easily kill it. You can't only rely on waiting for your shield to recharge in order to deal damage to Warhawk. Those two brown houses will get destroyed if you stay in there doing nothing for too. You can position yourself so that you can shoot with fire and homing at Warhawk while you're in the brown house. Some cars have fire missiles in bad places for this like Darkside and can only do it with homing missiles.

Primeval is nothing if you get all the healths first. Then shoot freeze when he reveals himself and shoot power missiles then repeat. Auger can throw him off the Blimp.

The parts before the actual boss in Sweet in the box is harder which is the spike balls. Once you got the pattern down the stage is easy. Small Brawl is just a lot of running and waiting for weapons and healths. TM2 Dark Tooth if you feel like it you can get a lot of remote bombs when there's one car left and spam them on Dark Tooth.

Primeval.
His special makes your cars flip and thats deadly as hell in 3. The TM1 Minion since if you use a car other than the big ones you will likely get one shotted.

I didn't think much of Primeval until I played as him (thanks to Gameshark).
I gotta say, his special is probably one of the craziest in the entire series in concept alone. It's basically a homing version of Mr. Grimm's special. Primeval also has juiced up stats, so he is indeed a formidable foe.
The idea of Calypso having a demon bodyguard on his blimp was interesting too, almost similar to how Calypso had the demon Black hanging around his garage in TM1. I'd say it's too bad Primeval didn't have an ending, but TM3 had terrible endings, so it's probably better he did not.
His vehicle design is like some off-road buggy, almost like a big evil version of Pit Viper, with a design almost inspired by the Mad Max movies.
I used to think Primeval was stupid based off the name (why not just Primevil?), the lack of a clear image of the driver, and because he felt like a step down from TM2's Dark Tooth.
It's really because of TM2 that most gamers familiar with TM would expect a big giant boss fight, which happens again in TMB with Warhawk, TMHO with Tower Tooth, Small Brawl with Piecemeal, Rogue Trip with Big Daddy, and TMX where you fight a Sweet Tooth themed caravan the size of a mountain along with a giant dollface themed aircraft, and 2 oversized monster trucks (Hammerhead & Slayer). 989 Studios tried to be more like TM1 in their approach to the final boss where the boss was big but not that big, more normal sized, instead of exaggerated like Dark Tooth and it kind of back fired on them because Dark Tooth made people think bigger was better with bosses. all of 989's bosses were normal sized so clearly 989 didn't care for over-sized vehicles.
Minion was actually hurt in the sense that his size wasn't exaggerated more-so in the original.
Minion went from being a TM champion in TM1 to being a mid-boss in TM2, TM3, TM4, and Black. To add insult to injury, TM Lost did not even bother to include Minion. Poor Minion never got to be a final boss again.

Definitely either Warhawk or Primevil. Sweet Tooth in Twisted Metal 4 isn't even hard even with out he proximity mine tactic because hyperspace exists so you can get out of sweet tooth's special easily and as long as you aren't near him and shoot him from a far you are good.

Single player games are a funny thing. What's hard for some is really easy for others. Or, was hard at first but it's hard to even remember it being hard.

For me, the hardest boss in TM still involves the TM:PS3 final boss, but a large part of that is I thought it was ridiculously cheap and stupid so it just didn't hold my interest. Especially when I was trying to get Warthog (a task that after a few tries I finally realized I didn't care anymore and gave up).

I played Warhawk on hard again last night. I never even use the buildings anymore. Doesn't matter which character I am. I remember a long time ago though it was SSSooooooo hard . . .

Yeah, I know what you mean with Warhawk. There's no challenge anymore but it was epic back when it was new.
But that doesn't diminish the whole concept and execution of it. Warhawk made for a cool TM character.

Twisted Metal 2012 however chose the wrong path with their final boss. I actually didn't have much of a problem with completing it, but there was only really a couple of approaches to it, so it was boring to me... you'd start with someone like Shadow, use your special on the clown turret, then you'd do the dumb pinball map thing, do the obstacle race course, and then you end up as Talon the heli and fight a Sweet-in-the-Box by dropping Sweet Minions on its head a few times. I would have much preferred fighting Dark Tooth or Minion given that TM 2012 was a reboot. The only boss fight I can respect in 2012 is Hammerhead & Slayer because they added a cool element to the battle where HH and Slayer could and would topple the buildings in the map so you couldn't hide inside them. That was a neat idea, they should have done more of that instead of that dumb Iron Maiden/Carnival of Carnage crap that made unlocking Warthog not worth doing for some. It was ridiculous that Warthog couldn't even be purchased, so EatSleepPlay was forcing players to grind it out if they wanted that vehicle. Unfortunate because Warthog looks like his TMB counterpart but plays more like Hammerhead, so he was one of the cooler vehicles in the roster.
